The factors included; fog and came to rest in water. The sky conditions were obscured. There was zero visibility. There was fog. The weather conditions were IFR. The flight plan type was VFR...

    Crashed.
    The accident occurred at the Will Rogers Wiley Post Airport (W36) Renton, WA, United States while taking off. The damage was substantial. The pilot reported that he performed a preflight inspection and then began to taxi the airplane from the seaplane base to the departure area. He reported encountering a heavy rain shower during taxi, with wind out of the south between FOUR-6 knots...
