    The incident occurred at North Plains, OR, United States. The time was 1000 hours. The damage was substantial. Incident occurred at the Eagle Airport. This was a local flight from North Plains, Oreg. The engine failed or malfunctioned during the initial climb. The gear collapsed while aborting takeoff. The factors included; touch and go. There was complete power loss in the failure of one engine. Report remarks include: Altitude too low to rcvr frm nose high tkof, landed hard.
